before I go to bed at night, for my skin I do olive oil or any other type of natural oil, I let it sit for ten or fifteen minutes, then I put a coat of Nutraplus or Cetaphil (made by the same company, Cetaphil is Nutraplus without the urea) to "seal" it.
For hair, I use any of the Phyto leave in conditioners as well as a normal conditioner in shower. If my hair is especially dry, I put some of the Phyto on under a shower cap and sleep in it.

As for the initial post, add more Omega acids to your diet, drink more and - here's tip that a lot of us could take to heart, don't shower for quite so long. When I hear of people spending 20 minutes or longer in the shower, wow, that's really long and a lot of water to use. For all the Urea fans out there, Aldi now has a line of Urea products at a third of the usual cost of such stuff.

Try rinsing your hair in filtered, boiled (cooled) water with a dash of lemon in it after your usual shampoo and conditioning.

Many people here have offered solutions to dry skin so let me concentrate on the possible/probable cause.
Most likely it is the HARDNESS of the water where you live. Most of CH except parts of VS have hard to VERY hard water. This is great to drink but it is really tough on your skin. More so for an infant.
You can check your local area to confirm the specific hardness but here is the general picture for CH. When they say "very hard", they mean it.

But I also second the suggestion to get an inline shower filter with a charcoal filter... had one in Phoenix and it worked a charm!
One other thought: how dry is your office? Mine is rediculously dry and some of my colleagues have gotten those little humidifiers that use small water bottles. Believe it or not, it makes a different for the small space at your desk, if you tend to sit there working on your computer for any length of time.
