I encourage you to do five things things:
Firstly, write a diary of incidents and keep a copy of all communication from this perso .
Secondly, speak to the police.
Thirdly, let your family/neighbours/friends know that you are being stalked so they can watch out for you and provide support to you.
Fourthly. If it is gender-motivated /sexually/domestic violence type situation (eg you are a woman and the stalker is a man) you may be able to speak to someone from the domestic violence 'Frauenklinic' for advice and Support.
Fifthly. Assuming you are a migrant, there should be a migrant advice service. In Zurich it is called 'Infodona'. You can get advice there regarding your legal rights, what to expect and where to get legal or other support.
I really don't think you should avoid doing anything in the hope that you won't 'provoke' the person. That will simply give them the power to get worse and worse. However, there may be many steps to protect yourself and your family that you can take that this person does not need to know about. Even just alerting your neighbours and if you have a photo of the person, explaining that they must not be allowed in to your apartment block, and if they do see this person they should call the police... Is one step.
