OP, there is a different lamp that helps with vitamin D production.

F.lux is a great application that I use on my Windows based desktop. Unfortunately they do not have an Android application but there are decent alternatives called Bluelight Filter and CF.lumen. Both claim to do the same thing as f.lux.

I have that last light in your original post, as well as a sunrise alarm clock. I swear by both. They're obviously not as great as real sun, and I do still try to chase the sun in the winter, but day to day they make a big difference. It's easier to wake up with the clock (and to go to sleep, using the sunset mode). The sun lamp just feels nice to use. I can't really specify exactly what difference they all make, because I try everything I can during the winter to cope with the grey, but I can say that I feel a daily sense of relief when I turn that light on in the morning and spend a bit of time in front of it. It definitely makes the day easier to start.

I have not noticed anything with respect to PMS but that's an interesting question. I remember in high school that some of my friends got moon charts and instructions from the hippy store and tried to sync their periods to the moon cycle using indoor lights to help - it did work and I'd be curious if the sun lamps could make a difference to your cycle.
