What is the procedure to withdraw pension funds? If one is leaving switzerland. Within how many months funds are received?

We left to the US, and withdraw (some 8 years ago) all pension money. You only got your own contributions back, not the employers contributions. I lost about half the money that way. If i first would have moved to another country that has a tax treaty with Switzerland, so that you don't loose half you PK, then you would be able to keep the funds entirely.
I am not sure what the situation is now with the US. But 10 years ago, moving to the US and back to Switzerland would have cut your pension funds in half.
