are there any rules regarding buying goods from norway?

do eu distance selling rules apply? i have read that they do apply for norway shipping to the eu.

a company messed me about, did not ship the product, so i demand a full refund.

ie. the total cost to me in CHF for making the purchase, transferring to EUR, paying banking charges etc.

but they have only offered to transfer back in EUR the amount they received from me, so i will be out of pocket.

anything i can do?

is switzerland in the EU?
