The orange payment slip with reference number could have been paid for third person from my own ebanking?It's valid like payment?

Are you asking if it is valid for a 3rd person to pay an orange paying slip on your behalf?
If the reference number is correct, yes it is.

I think rather they are asking if they can pay someone else's bill from their e-banking.

The answer is yes (why wouldn't you be able to?), I do it all the time.
