Maximum Insurance Cost Deduction Allowed in Zurich

Trying to figure out how much deduction for insurance premiums I can take on the Canton ZH tax filing and noticed that the maximum deduction allowed for Maximaler Abzug für Versicherungsprämien und Zinsen von Sparkapitalien depends on whether one has contributed to 2nd and 3nd pillar pension.

I understand it as when the tax payer OR his employer had not contributed to pillar 2 and 3a, then the maximum deduction is increased by 50%. However, as I'm reading it in German and have never done this before, can someone confirm if this seems correct? i.e. even though my employer contributes in pillar 2 for me, but since I (the tax payer) do NOT contribute anything to pillar 2, nor do I contribute anything to pillar 3a, I'd get the higher allowable deduction here. Or does one only get the higher deduction if neither the employer nor the tax payer contributes to pillar 2/3a?

is this based on your experience or your German reading of the official text? Many thanks!

ps. I thought it'd be neither (by logic and hence my question), but the text in German suggested one or the other to me
