gemeinde tax and registration for newcomers

A friend (B or C permit I think) was just advised that the Zurich Gemeinde in which he first registers (even though it's temporary accommodation, and a move could be inter-canton) is the one whose tax applies all year.

True or false?

Erst ab 01.01.2016 werden Sie in Uster steuerpflichtig. Massgebend ist der Wohnsitz zu Beginn der Steuerperiode. Verlegt ein Steuerpflichtiger während der Steuerperiode seinen Wohnsitz in eine andere zürcherische Gemeinde, so dauert die Steuerhoheit der Wegzugsgemeinde für die laufende Steuerperiode.


Roughly:

I will move from Zürich to Uster on 1. October 2015. From when will I pay tax in Uster?

You will owe tax in Uster from 1. January 2016. The residence at the beginning of the tax period is decisive. If a tax payer moves from one Gemeinde to another in canton Zürich, the fiscal sovereignty of the Gemeinde from which one departed remains for the whole tax period.

This applies to changing Gemeinden within canton Zürich. As an aside, note that if you change cantons a different rule applies:

Ab 01.01.2015 werden Sie in Bern steuerpflichtig. Bei einem Wohnsitzwechsel über die Kantonsgrenze hinweg, ist der Wohnsitz am Ende der Steuerperiode massgebend. Der Steuerpflichtige wird im Zuzugskanton für die gesamte Steuerperiode steuerpflichtig. Im Wegzugskanton besteht für die gesamte Steuerperiode keine Steuerpflicht mehr.

From 01. January 2015 you are taxable in Bern. For a change of residence between cantons, the place of residence at the end of the tax period is decisive. The taxpayer is subject to tax in the canton one moves into for the entire tax period. There is no tax liability in the departure canton for the entire tax period.

I have no idea if there is an exceptions for a temporary residence. When in doubt - about this or anything tax related - contact the ZH Steueramt. My experience was that they are quite helpful folks.

That seems the case for Zürich. In Baselland, the tax is pro-ratad between the communities. Perhaps the maths is too difficult for Zürich - after all, that's where the bankers are.

Just a note: If he is on a B Permit and makes less then the EF poverty level (120k) it does not matter as tax at source is the same in every commune of the canton.

Poverty level
The poverty level in Switzerland is defined as a monthly income of 2,300 CHF for singles, 3’900 CHF for a single mother/fahter with two children and 4,800 CHF for a couple with two children.
All persons in Switzerland aged between 20 and 59 living in a household whose monthly income after deduction of social security and taxes is below the poverty level are considered as poor.
People working at least one hour per week and living in a household with at least a full weekly workload (i.e. all household members work together at least 36 hours per week) are called working poor.
The working poor rate for all people living in Switzerland aged between 20 and 59 amounted in 2008 to 3.8% corresponding to 118,000 persons.
