It's better to say nothing, just do what you intend to do.
I expect XE have people that speak English, as they are a currency exchange provider based in Canada.

Excellent news!!!

Within 2 hours of sending them a FAX mentioning the Ontario Ministry for Consumer Services I received a call from customer services, and they've agreed to refund everything I asked for, plus a little extra to compensate for my inconvenience.

They've explained there is supposed to be an agreement with the Chinese bank about the rate they use, but the Chinese banks don't always comply. Also the Chinese State Administration of Foreign Exchange will not permit any non-Chinese bank to trade the Chinese Yuan.

(It seems I need to go through the bureaucracy of opening of "foreigner" accounts in China in both CHF & CNY, and send CHF and convert it myself in China, to avoid the limits on trading my wife is subject to)
