VAT Refund without papers

Hallo All,

I bought an electronic good on ebay Deutschland, and had it sent over to an address just the other side of the border. The internet seller has not sent me a VAT refund form, but says that if I can send him the stamped papers from the border tax people, he can refund me the VAT.
Does anyone have an idea how I could go about getting one of those forms?

Seller provides the forms.

Have you an invoice with a VAT number on.

Be sure to cross at a border post when manned by German customs. Otherwise, no one to stamp your export form.

Yes, probably. But the seller has not sent the export form. They said, I could get it at the customs office at the border.

That is possible. What do you do when the German customs officer says they have run out of forms?
