Are there any quick summaries available in English on the tax liability in Switzerland of holding savings in offshore savings accounts.

I've seen threads on the forum on the subject of accounts in Jersey, IoM etc, but no details of how having these accounts will effect the tax situation back in Switzerland.

all world assets must be declared to the CH authorities. failure to declare means you are committing tax evasion. (very different from tax fraud!)

if/when the CH tax man finds out about undeclared assets you will be subjet to fines, the tax plus interest you should have paid on the undeclared assets!

Yep, all has to be declared. They'll need evidence of the balance of any account held on 31 December for wealth tax purposes, and evidence of all interest received in the calendar year (or since your arrival in Switzerland for the first year) for interest tax purposes.
