Of course cocoa powder would fit the bill, but you know what a mess it can be and that it doesn't dissolve so easily, even in hot liquid, without a lot of stirring The offices I've worked in here all have milk, along with coffee and tea and oftentimes a microwave. If the OP has access to a microwave, she could easily heat up some milk in a bowl.
Anyway, it was just a suggestion, particularly as I have not seen packets of hot chocolate here and I personally am not a big fan of instant drinks because of the taste. Unless one is a diabetic, I know a number of diet plans and nutritionists allow (even recommend) dark chocolate, despite the trace amounts of sugar, for its health benefits -- all in moderation, of course  | |

With proper prep (making sure ingredients are on hand), a microwave and a good mug, you could have a
right proper treat instead of just hot chocolate.
