I think considering the passage you've quoted in the context of the entire report, their conclusions were that long term intake of low mineral water is a bad idea. Short term intake doesn't seem to cause severe acute injury unless followed by intense exercise.

I'm not a distilled water advocate, but it's not exactly carbon tet either.
