Tests are individual. The international federation must have warned their federation that if they don't comply with the required testing schedules they're out of the game. If their federation acted accordingly but the athletes themselves didn't take these things seriously....their fault. They talked about this ban since November 2015 if I'm not wrong, so they probably got their second chance.
But I guess the Russian federation is the main culprit here, not the athletes...you have to understand that in most ex-commie countries everything, but everything is based on individual struggle and the so-called federations are nothing else but sinecures for life for certain characters..
Sport is not anymore what it used to be.

"Tests are individual." Indeed, the problem for the "clean" athletes is that in Russia there was faking the results on an industrial scale; so how will the authorities ever identify those whose results were genuine?

IAAF taskforce report - what Russia needs to do

A summary of the taskforce report states Russia must show a culture of zero tolerance towards doping in athletics.

Although significant progress has been made to meet the IAAF's criteria, work still remains. In particular:
  • The deep-seated culture of tolerance for doping appears not to have changed. The head coach of the athletics team and athletes appear unwilling to acknowledge the extent of the doping problem.
  • A strong and effective anti-doping infrastructure capable of detecting and deterring doping has still not been created.
  • There are detailed allegations that the Ministry of Sport has orchestrated systematic doping and cover-ups.

A ruling on Maria Sharapova’s appeal against her two-year doping ban has been postponed until September, ruling her definitively out of the Olympics in Rio de Janeiro.

The court of arbitration for sport said that Sharapova and the International Tennis Federation had agreed to defer the decision, which had been due to be issued by next Monday.

The Cas said both parties wanted more time to prepare their case and also cited “scheduling conflicts” with a verdict now expected by 19 September.
