So far as soiled hands touching the wall, that rings a bit silly to me as aren't you going for the paper BEFORE you wipe?

If my hands are *that* messy from whatever else (cooking, gardening, etc), I wash my hands before and after as I don't want to get whatever fun / work "dirt" that is any place extra on me, never mind the wall.
as we are all going to lunch, i will just leave you with the image of somebody taking the toilet paper, wiping, missing, getting poo all over their fingers then grabbing more paper and in the process smearing the fecal matter onto the wall near where the paper hangs...

Well, unless you're overly influenced by Sheryl Crow, in which case you'd use 2 sheets of only 1 ply.

.... not dissimilar to my own emergency "caught short, out in the field" one sheet method:

- fold sheet in half and then half again; now tear off the corner where, when re-opened, there will be a small hole in the middle;
- do not discard the small torn out piece and keep in a safe place;
- place centre finger through hole, and proceed to wipe;
- the small, saved, torn out piece can now be used to scrape and clean under the finger nail of offending digit.

A bear goes up to a rabbit in the forest and asks:
- "When you take a crap, do you find that it sticks to your fur?"
- "No, not all", replies the rabbit;
- "Oh, that is good news" says the bear, as he picks up the rabbit in one paw and proceeds to clean his derrière.
