That isn't how I read it. The microwave in this is tuned to a frequency that stimulates the nerve endings, which sounds like it is a different frequency to that used in a microwave oven which is tuned to stimulate water molecules and generate actual heat.

But this could definitely be used as a torture device. They say it is harmless because people can just runaway. But what happens if they are prevented from running away, ie locked in a room?

There is no magical wavelength to directly stimulate nerve endings, the principle behind the weapon is the same like in an ordinary microwave oven.

However the wavelength is different and the energy is absorbed in the skin. A kitchen microwave on the other hand penetrates several centimeters of water molecules.

Mmm hmm. And if you knew your stuff, you could take a lemon squeezer from the kitchen drawer and turn that into an effective torture device.
Of course, if it's that problematic for you as a battlefield weapon, you could go back to the old method of just pumping round after round into people. Much more humane, obviously.
