Stealing of children by governmental organizations in Europe

In the last few years a lot of cases of children being "stolen" from their parents for no reason came to light...
It is a huge business and all the governmental organizations involved are making a lot of money as well, so they don't want the whole system to stop...

There are different business models:
a) Rich families who can't have their own children get the stolen children after they bribed all the organizations of the system
b) A new family who get custody of the stolen children is getting a lot of money from the government each month (2.500 euros or more per 1 month per 1 child) and that is the real reason why they want to adopt these children
c) Children are stolen and put to an orphanage and orphanage again gets a lot of money from the government each month for taking care of the child

There exist even e-commerce and auction websites where you can "buy" your new child...

So far, I heard about many cases from Norway, Sweden, UK, Germany and Netherlands and on the other hand Spain, France, Italy, Portugal are "safe" countries where no such thing is happening...
How about Switzerland? Does such an issue exist in Switzerland as well?
