These are the areas I would be looking in too as they're on the rail link from Neuchâtel to Bern and have reasonably priced property. (they are in Canton Bern though so although lower taxes than Neuchâtel they'll be higher than Fribourg).
Ins and Gampelen are in canton BE, but Kerzers is in FR despite being closer to Bern than the other two

Kerzers is also home to the Papilorama (Butterfly house) which is a nice year attraction you can take the kids to. Not just butterflies, they have 3 different houses altogether. The other two are the Nocturama (nighttime creatures) and the Jungle Trek (Central American species). More details on www.papilorama.ch if you're interested.

If the oil refinery really does go belly up - there will be a lot of cheap flats and houses available soon

The oil refinery will not go belly up. The company owning the refinery, Petroplus have gone belly up.

The refinery is a physical asset that will be disposed of by the receivers as a going concern, after all there is absolutely nothing wrong with the refinery, techically. A new company will take over, change the business model a little and continue. They will need the same amount of people to run the refinery, who will need the same amount of houses to live in and the same of everything else.

The cantonnal authorites seems very worried about it all, but the fact remains, the refinery is still a viable unit and somebody will certainly take it over in the dispoal of the Petroplus assets.

Scammers get eveywhere, nothing new there. Ive been around the property game, both from the tennant side and landlord side, a long time now. Plus ca change...

Weather should have improved a bit by March and Im kipping with a mate in Bern for my first month, so it will be April/Easter by the time to move.
