Cut glass for a catflap

OK, this is getting ridiculous.
We have recently moved over here from the UK with our herd of domestic pets which includes 3 cats.
We have a lovely house but it has no catflap. I have looked at various options and the only viable one is to replace a couple of sheets of glass in a window with 2 new sheets with holes cut in them. The window is an old fashioned type with 'double glazing' but it consists of 2 frames screwed to each other (easiest way to describe it).

I have spoken to a local glazier (Zurich Oberland) and he wanted just over 700CHF to supply and fit the 2 panes.
Once I had picked myself up off the ground I called a glazier in Germany who was quite willing to come down our way. He wanted a measly €600 for the pleasure!!

I did the same task in England but having a proper sealed double glazing unit made up with toughened glass and it cost me £90.
I know, I know, Swiss blah blah, prices etc etc. I am well aware of Swiss costs, industrial accidents etc but I just don't see why this should cost so very much.
It is getting to the point where it might be cheaper to buy a set of 3 outdoor cats to match the indoor cats.

This is not a rant, it is a plea for help. Can anyone suggest a way to get this done for a 'normal' sum of money?

Welcome to Switzerland. Seems cheap to me.....no not really. Fly someone over from the UK it will be cheaper that way.

It seems to be crazy pricing on the glass more than anything. The fitting was a bargain at about 100CHF.
I really am used to Swiss pricing but this is odd.
I really need to find a solution as we are going back to the UK for a week over Chrimbo.
A tunnel through the wall is starting to look like a fine idea...?!?!

I doubt it. Have you seen the price of a kitten in Switzerland?

Are all your windows casement windows, or do you have some sash windows? I've seen inserts that you can put into sash windows to allow cats in-and-out. This sort of thing:

I like the look of that little contraption but unfortunately none of ours are sash windows. Balls!
