Friends of ours own a chalet in Valais and the neighbor called a plumber to fix a broken pipe that was outside. Short story is they cut the water off to our friends chalet.
Plumber will come out and fix it again, but wants to bill our friends.
Our friends cannot get hold of the lady who instructed the plumbers as they are not picking up the phone.
Plumber also will not give a quote as how much it would cost to do the work.
What is the best way to proceed?
Other people have been not much help except to ask if they have some insurance so they pay for legal advice.
If you have TCS, you can pay for the legal assistance called Assista. They will tell you the steps you need to take to insure your rights as the neighbor is (most likely) responsible to pay to reconnect the water. But how do assure your rights? I don't know. And this legal service will (most likely) be able to tell you how to proceed.
Now, anytime someone refuses to give a quote, you need to find someone else. Never hire a plumber, etc who won't tell you up front how much they charge!
