Health insurance for family - family not living in Switzerland

Hello,
I have a problem. I have just moved in Zurich and arranged the local registration (Gemeinde). At the “Gemeinde” I was told that since I am married coming from Czech (but it applies also on Belgian, Netherlands, Ireland etc..) I have to arrange health insurance for all my family - see attachement "skenovat0002.jpg"

The problems is
a)my family is not moving in, but staying in Czech
b)they do not have and do not plan to have work/residence permit and without work/residence permit I can not register them at the health insurance

Has anybody met such a situation?

Normally, you don't have to sign your family up for health insurance if they're not moving over here. That would just be daft....

You do have to do it for yourself though (if it hasn't already done)

Thank you Jenny,
I have received reply (bellow) and looks like I have to insure them. But since it is totally nonsence I will check also on Czech side. Because if they get swiss insurance, they should give up Czech insurance and in Czech (where they live) they will have rights just for emergency cases.
I will post here how it end.


Auf Grund der bilateralen Verträge zwischen der Schweiz, der EU und ihren Mitgliedstaaten sowie den EFTA-Abkommen unterstehen nicht nur die hier wohnhaften Kurz- und Jahresaufenthalter/-innen und Niedergelassene aus diesen Ländern der Schweizer Krankenversicherungspflicht, sondern grundsätzlich auch deren nicht erwerbstätige Familienangehörige mit Wohnsitz in einem EU- oder EFTA-Mitgliedstaat. Für diese Personen muss beim selben Schweizer Krankenversicherer eine Grundversicherung abgeschlossen werden.

Ihre nicht erwerbstätigen Familienmitglieder welche in der Tschechischen Republik wohnen, unterstehen dem schweizerischen Krankenversicherungsrecht, eine Befreiungsmöglichkeit besteht nicht.

Wir bedauern, Ihnen keinen besseren Bescheid geben zu können.

Ok, just got it translated from German to French and for you, and I now get it! After looking more into the bilateral agreements, I've found out something interesting.

Unfortunately, this is correct.

This is because, in your country, when you were working, part of your wage was going to the governement to pay for your health insurance (like in the UK).

As you are no longer working in your country, you are no longer paying into this system. Therefore, any "dependents" over there are no longer allowed health cover under that system.

You therefore have to cover them for basic here in Switzerland so that they have at least some cover.

This post may be useful for UK residents who fall into the same category as you......

so here is answer for all the others (EU) - it means Belgie, Estonia, Greece, Ireland, Island, Latvia, Lithuania, Luxemburg, Malta, Netherland, Norway, Poland, Slovak, Slovenia, Czech rep. and Cyprus.

If you are in same situation as I was you should insure all your family in Swiss, ask the insurance for form E106 with this form register in your local insurance at your home country and than you (or whoever is on the form) will be entitled to FULL mediacal care in home country.
When you get insurance in switzerland you should report it in your home country and they will temporarily cancel your home insurance - it is not possible to be insured in 2 EU countries.

Or you do not tell to anybody anything - keep your home country health insurance (in CZ the goverment pays the health insurance for kids and for wifes which do not have income and are home with kids) and get also Swiss one. This is not a correct and you may be facing some penalties once your home insurance find about this, but currently there is not way they will find about it as the insurance systems are very isolated.

Hi,
I am in the same circumstance , except that I no longer reside in Ireland but in France, so we are completely without any rights or protection, apparently!! We did not get the E106 when leaving, is it too late now?
The French seem perfectly happy to accept the fact that my husband works in Switzerland and that we reside in France and would cover us IF we had his E109. But cannot receive his E109 with our info because we do not reside there! Is the insurance company just being difficult or is that the general rule? What is the best solution in the this situation (Besides leaving France, its not an option right now as the children are in school and just getting settled and we apparently cant afford to live there- thanks to the insurance costs and housing!!!) Would French insurance cover us while we visit him in Switzerland, or mover there permenently at a later date?

The form E106 was issued by the swiss insurance I chose. But after closer checking I gound that the local country health system (FR) has no way to find out anything about Swiss healt system.
So my recommendation would be:
1) If you live in FR and husband in CH - your husband should get CH insurance. For the work permit regiustration he needs to insure you as well, but he can cancel your insurance immediatelly (not to have extra costs). You register yourself in FR. You will be covered in FR and your husband in CH.
2) If you and your husband live in CH, get insurance in CH as it should be, cancel all others.

The basic rule is, get insurance where you live and stay most of the time. This insurance covers only Serious Accidents in other countris (not high temperature etc.. but PART of havy car accident). So you will never be 100% covered in other countries. But it is most reasonble if you do not want to pay insurance in CH and FR at the same time (which is not allowed, but possible).
