I'm not sure the canton can help you in a dispute with your insurance company. You just need to continue to work it out with them.
Are they asking you to pay for months were you were out of the country? Did you actually deregister when you left? You may be able to get out if you play dumb, send the deregistration letter and tell them that of course you sent it to them. They must have lost it. (sure it's a game. But it could work).
If you can't get out of the contract
tell them (don't ask) that you simply do not have the money to pay the year in full and that you will continue to pay like you did before so there is no use in them insisting.
