Overpaid/underpaid insurance

As I understand it, insurance was calculated wrong and people in some cantons paid too much and others too little.

Is the correction to be done by adjusting the premium in future years? Are those who moved from an overpaid to underpaid canton just screwed twice over?

Die Beträge werden automatisch mit den Prämien beziehungsweise mit den Vergütungen medizinischer Leistungen verrechnet oder von der Versicherung separat ausgezahlt oder in Rechnung gestellt. Dabei spielt es keine Rolle, bei welcher Versicherung die Versicherten sind, auch wenn das Vermittler behaupten.

Quick translation: it will be charged automatically either against your deductible/charges for treatment or with your monthly premium or be separately paid out by the insurance or charged to you by the insurance.

I´d imagine that it will be calculated per year so depending on where you lived you can pay one year and receive money back for the other Kanton?

But it says the insurance company and the canton where the premiums were paid between 1996 and 2013 are not important and only the place of residence now is taken into consideration. I take it to mean that even if you lived in a canton which is due a refund during that time you won't get anything if you happen to live in one which underpaid now.

The reimbursements are being paid out during this month and the extra payments which need to be made will be spread out between now and 2017 but it's not clear how exactly. ( and I don't think they really know themselves)

As we happen to live in one of the four cantons unaffected by this I have to admit I didn't really pay much attention to it.

But then you would have to pay /get money back at least for 2014 and 2015? I live in Kanton Zurich so should receive something back. Minimal compared to the amount for all these years.......

Don't know about 2014/2015. This only concerns payments up to 2013.
One would assume that once they were aware of the problem they would have got it right for subsequent years but you never know.

?Which insurance company are you with? I thought they were actually not allowed to get payments or refunds right within a reasonable period.

What's really annoying is that we were only here for a sixth of that period but we have to pay the full amount; fortunately SG isn't too bad.

The insurance company is irrelevant, it's an across the board payment so if you happen to be resident now in one of the cantons which underpaid you have to pay. It's a bit arbitrary and unfair to certain people but I imagine it would have been impossible to go back and adjust the premiums of everybody who did pay that time period in those cantons.

As I said earlier we're in one of the cantons which are not affected by this so we get neither a rebate nor a bill.

It is depending on the canton if there is a credit given or not - art. 106 KVG. Basel Stadt for example doesn't give a credit, but Zürich gives a credit of CHF 50.80 and canton Schaffhausen charges CHF 5.20 per month. It's depending on the canton if they do this per month, or like Zürich credit this once (June). They take the date of 01.01.2015 as address date. It doesn't matter where you live now or have lived, it's all about the 01.01.2015.
The health insurers process this automatically, you don't need to do anything

Assura told me that 01.01.2015 is the reference date. So If you arrived in Switzerland even 1 day before this date, premium will take this in consideration.
