That is indeed true for some insurance plans.
And if you do find one that will insure an older dog, check the premiums, excess and exclusions carefully. When I looked into insuring my older dogs, the cost of the plan was higher than my annual vet expenses for all but one of my mutts. And, the list of excluded conditions included pretty much everything for which I expected to need vet care...
For my dogs, insurance did not make financial sense. YMMV.
