As you're very accurate and facts oriented, it's clearly mentioned in the article:
1) the wanted war criminal is his boss Al-Bashir
2) he is accused and suspected of creating the crimina janjaweed. No proof or judgement from a neutral court yet.

the fact that they saw nothing is more than outrageous

No such thing as a "Neutral" court. There is plenty of evidence of the Sudanese Army war crimes.

The Syrian civil war is going to get worse before it gets better (see Libya, Iraq & Lebanon for hints of how Invented arab countries disintegrate)

Who knows what pressure & political realpolitik Gen. Mohammad Ahmed Mustafa al-Dabi is under.
I suppose his main goal is to bring the Arab League observers back alive out of Syria.

I agree this guy is the last one I would have chosen to lead this mission; maybe people thimk he is "expendable".

According to the papers today "An official Arab League report on the mission so far revealed that 22 monitors had quit, citing ethical reasons for doing so" plus Saudi Arabia will withdraw their monitors.

Sensitive Iranian assets? Now that does sound interesting

About "Russia has pledged aircraft carriers and ships to protect Syria against any potential external threat."

About time the rebels started talking to the Russians about them keeping their base after any regime change.

The Russians are a pragmatic people.
The Syrian opposition should simply say to the Russians "Stay neutral & you keep your military base & your commercial deals & relationships.
If you support the Govt. then you will lose your military base & your commercial deals & relationships"

Nevertheless both Russia & China vetoed the UN Security Council resolution to stop this mess.

I forecast the Russians will not have a military base in Syria in 12 months.

Tunisia expels Syria's ambassador and no longer recognizes the regime of Assad. I guess more arab countries will follow (probably Libya).
