That's what happens in a overcrowded city...
(Luanda has a population of over 5 million).
I'm not even saying that, it's the guy in the news:
It's a supply and demand issue, he said. "As more construction is being done, there is more accommodation available and prices are coming down. In some cases apartments are 50% cheaper than they were three years ago and that trend will only continue as more housing is built."
They tend to grow, grow, expend, at a price...
A price they are all willing to pay?

I was offered an IT contract in Angola about 3-4 years ago so I looked into it and was amazed at the prices. They were offering good money but the standard of living for the money they wanted for apartments etc was awful.
That and the constant bribery needed to do anything and the security situation made it a no-go. Better off here...
