Whilst I would say our various freedoms of religion, speech etc are clearly at a far more mature level than ISIS', if we as a 'civilized nation' start (continue) treating civilians as irrelevant collateral, why would a horrific organization like ISIS treat Paris, or London's civilians any better.

This is a guy that oversees a regime which throws gay men off buildings, crucifies people, beheads people, burns people alive, stones people etc. etc.
Sending in a team to capture him would endanger lives which his isn't worth.
