Executive summary: parts of the the US military spy on other parts because it's easier than getting information about what they're doing from within the organisation itself.

Anyone seen the film The Good Shepard [wikipedia]? Just saw it last night - very good story about intelligence and counter-intelligence during WW2 and the cold war. Lots of spies spying on spies (including their own), it was difficult to keep up with the state of play sometimes.

Maybe we should broaden this thread up with a list of interesting questions around this topic to stimulate some debate. Anyone care to do the honours?
