If you go to Pickwick's Pub on the river you will be sure to meet lots of people (Expats & locals).
There's a run going on in the city this Saturday, so there's another great opportunity to practice your Schwiiiiiizerdüüüütsch and meet some fellow Luzerners.

Welcome to Luzern, seems to attract canadians, I know quite a few here.

As well as pickwicks, try Shamrocks (formerly gracie kellys) and Legends for more expats.
