- communal laundry room

- deaf neighbours

Looks like that he had EU plates of some kind on and he just smoked some pretty expensive weed. What else could be the rationale reason to drive with the top down in an apartment?

I would say until about 10:00 pm or until he could breathe...which ever is earlier.
