Dare I enter?

I am confused. French speakers please help me. There is, or at least what appears to be, a footpath on the edge of our village. There are two signs on the gate which read as follows;

ENTREZ SANS FRAPPER (enter without clapping?!?) and the picture which indicates that dogs must be kept on a lead.

And then there is another sign;

CHEMIN PRIVE. LE JUGE DE PAIX DU CERClE INTERDIT TOUT CIRCULATION SUR CETTE PROPRIETE. PASSAGE A PIED SEUL AUTORISE. CHIENS TENUS EN LAISSE. AMENDE Fr.200

I am thinking this must be a footpath where the dog takes himself for a walk on his lead and I am fined if I want to join him on his evening stroll?!?

My French is a bit rubbish but the first one would be "Enter without knocking" I believe although that doesn't make much sense in the context of a foot path.
The second means that it is a private road, no vehicles allowed. Pedestrian access allowed, dogs to be kept on a leash, fine CHF 200

Private road, only pedestrians allowed, dogs on a lead, CHF 200 fine if you do otherwise.

Basically, enter without knocking. You may take a dog with you, but on a leash. Cars are not allowed to circulate.

A lot of private paths in Switzerland are indeed "semi-private". You are allowed to stroll, but must keep within the rules. In this case, the ones specifed above.

Almost right. The dog can take you with him, but he mustn't be in his car at the time

Thanks. Though given that the path is about 2 feet wide at best I can't see who would want to drive down it. But you never know.

Will safely escort my dog on his evening stroll now.

"Circulation" includes bicycles, motorcycles and the like. That would work fine on two feet but is forbidden in that specific case.
