Free French lessons... I think it depends what you mean by 'expat'.
If you are here with a job (or with someone who has a job), and therefore have an income, then I doubt very much you will get something for free. I would imagine the same thing applies if you are a student.
If you are out of work, then you
may be entitled to a free language course (talk to your ORP advisor or social worker).
If you are on a low income, or in a 'precarious situation', and are not able to benefit from other French classes, you may be able to get help from these people:
http://www.francaisenjeu.ch/. The classes are not free, but they are very cheap.
If none of these options apply / appeal, you could post a request for a langauge exchange on
this thread. I think that you might also be able to find someone studying at UNIL or EPFL for a language exchange... A friend of mine did this (and ended up marrying her language exchange partner, but that's another story). I don't know exactly where she found the ad though, sorry.
