For the specification of a new house, under "Gipserarbeiten - Wohngeschosse" is listed "Decken und Wände - Oberfläche Gipsglattstrich"

Does this mean that the ceilings and the walls are finished with completely smooth plaster ie not textured or "artexed" for the Brits out there?

Yes, it's skimmed plaster without granulation (texture). Also known as Weissputz.
