dysfunctional means not operating normally or properly. How did you get "more functional" to mean less functional..?

If you mean "ein funktionstüchtiger XXX" then it just means that it's functional. When you only write "funktionstüchtiger" then you have a comparative degree of the adjective "funktionstüchtig", that's why vwild wrote "more functional".
