Have a look at Progress to Proficiency. I'm not saying it's the best, but it seems to be pretty good. I haven't heard the listening activities so I can't give a full recommendation. They have it in Orell Fussli (in Zurich) so you can take a look.

For the entry test, a simple method would be to give them a CAE exam (or part of it). If they stuff it up, they'd need to study that instead of CPE. The danger being that they will likely all stuff it up and you wouldn't have any CPE students...
For extra material you can use almost anything - youtube videos, newspapers, books. They should be able to understand a wide range of accents and topics.
