In Bern, it was a must that the person goes to the gemeinda and tell the reason he is leaving for, example end of contract - separation... etc
You don't need to sign any papers but they need to make sure that you really want to leave it is not that someone is playing games with you.
In your case if your husband is leaving and your Permit is dependent on him, then it is possible that he does this deregistration on your behalf if you write a letter to the gemeinde and send it with your husband, you will also need to handover to him your ID which is the most important thing for them.
If you can attach a doctor statement that you are ill, that will help a lot to make them trust your husband at the gemeinde.
After you de-register, they will give you a paper to use during the rest of your stay as a proof of your legal stay.
