Unfortunately I have another question Do you know what is attestation de thèse, which translates to certificate of the thesis, if I am correct? Is it a proposal for the thesis?
After an applicant receives one of those, does it depend on the dean of the school or the thesis supervisor to make the final decision? If the supervisor is heavily involved, how can an applicant now who is appointed as a potential supervisor?
Sorry for so many questions but I can not understand some of these parts in the UNIL website.

Generally speaking, for PhD there could be following situations:
1. An applicant wants to pursue research in a particular area and could propose this to the school; who in turn will circulate this to thesis directors, and will require that one of the thesis directors would agree to the proposal, and be willing to direct his/her research.
2. same as above, but in this case an applicant already contacted a professor who is willing to direct him/her for research. This professor will then agree to proposal of the candidate (via same administration process)
For successful PhD admissions, option 2 is more likely to bear the fruit since you need to have the theses director for your studies.
If you follow option 1, be very careful to draft your proposal in a manner that it fits into research of the group that you would want to work with. Even in that case, I will highly recommend you to get in touch with professor and discuss your idea a bit. This will help you to gain more information.
The option that is certain to bear results, is option 3 e.g. where by you already contacted the professor, presented your ideas, won his support; the admission then becomes a formality.
