Seriously - hard to say. I've not noticed it (but them I'm a bloke). The question that immediately springs to mind is what do you look like?
Re folks staring at you because of children - is this your first? After a while you'll get used to it (staring as you are "abusing" your child that is   ) and it won't bother you (as) much.

yep, the Swiss do deserve the Gold Medal here..
I wonder if you would happen to be in their shoes staring at you, would you continue to stare (at yourself) ?
Most probably, Yes !
So, if you would behave in the same way as they do, why hold it against them ?
But seriously, most of those doing the staring more than likely have good reason.
It could be that they are trying to verify your identity.
They could be confusing you with a friend they havn´t seen in ages ?
They could be ever so curious about your ethnic background ?
They could have absolutely nothing else of any interest in their field of vision, except perhaps You ?
Perhaps you have a certain endearing quality that attracts such stares ?
Thats just for starters..
Hey, I wonder if attention seekers actually enjoy being stared at.

I know someone said that about 10 pages and one year ago, but I stare back - helps because that usually causes THEM embarrasment and very soon they look away. Swiss kids do not get taught that it is rude to stare so I especially enjoy doing it with kids in the faint hope they will remember the vicious looking woman who stared at them who was probably a witch  and they will never do it again or she might come and get them |

It´s quite unnerving when you come to the realization that you are under close scrutiny and someone has locked onto you..
It can feel like you have been targetted (for termination ?) like Sarah Connor in the Terminator movie.
If this happens in the confines of your bedroom, it could be a prelude for things to come..
If this happens in a public setting, try to focus intensely on something else with even more intensity. The starer will soon wonder about the bewildering look on your face and be curious as to what the hell you are staring at.. thereby unlocking their stare.. it works.
Play the game.
If you´re travelling on public transport and have a newspaper or magazine handy, make a tear in the paper, hold it up and stare back at them through the tear.. that should freak them out ..
I should include a health and safety warning.
Please dont try this on the elderly.
They could simply be staring because they have poor vision or even be blind..

i think it's unfair to say only the swiss stare. I've experienced it more in asia than in europe. maybe as it is more crowded in asia...or i take the subway alot there.
my technique is just to stare back until they back down. stare like this 
and if all else fails - fart.
