Back to Italy few years ago almost everybody worn flip-flops during the summer, and I had some colleagues of mine coming to the office with them as well
A lot of girls too were wearing them in the office. Nobody cared at that time... and I was working into a bank were consultants had a specific dress code... but when the weather gets hot there's nothing to do.
I guess in south europe they remain much more popular than in the central-north part. I guess in Spain there's the same wide usage as Italy.
Same with air conditioning too: I can resist well here with just 25 degrees, try to go to Italy with 40 and see if most of the houses/shops don't have A/C. This is also the cause of many blackouts recently (we don't have nuclear power anymore and we are forced to buy energy from France).
