I'm a non-EU citizen (Egyptian) and my wife is EU citizen (Austrian), I came to Austria as a visitor with a schengen visa, my visa now has expired and still didn't receive my residence visa (but living here legally).
I got a job offer in Zurich, would it be possible to issue a work permit while I'm not a resident of any EU country?
if yes, is it required for my wife to find a job and issue a work permit first, and they I can get my work permit?
and finally, how can I enter switzerland and I don't have a valid visa or a residence in Austria?

But check with austrian authority’s, and they will tell you the same. On the other side you are covered in Switzerland by this stickers, so just go direct, don’t enter Germany or any other country. Because you must stay in Austria till they issue your residence permit, and in Schengen computer base you are a person with expired visa and limited territorial stay permission.

you mean that this sticker is valid only in Switzerland, and I can not use it to go to any other EU country or outside the EU.
another question not related to Switzerland, in my particular situatuation are there any way for going outside EU and return back?

OK, now I see what lead to misunderstanding. You mean applied for residence, not visa.
For re-entry to Schengen zone you must get other type of stamp. Stickers are for common area only, but check with immigration, may by they are valid for that as well.
After you get your Austrian residence permit, you apply for Swiss permit and they also stamp your passport. In fact then you can’t visit Switzerland till it’s in a process. Very confusing but that’s there regulations.

my feeling is as long as they will give me a sticker to enter Switzerland, it implicitly contains the right to return back, otherwise the sticker will be a way to kick me out of EU |

BTW, did your wife declared a change of residence in Austria ? Hope she doesn’t, because then it can be very complicated scenario for you because you residence application can be refused and then you will have to apply for swiss permit in Cairo.
Tax year is ending, but meantime there is also a solution to keep Austria as secondary residence.

Thank you Amaras, My wife will not take any actions regarding changing the residence until we move and get our permits.
is it required for her to change her residency here in Austria before she moves to Switzerland? if she doesn't, I don't see any reason to do that.
we are not required to pay income taxes, my wife is not employed and I'm working with the UN.
