My current 'L' permit expires in first week of February 2012 and would like to apply for 'B' permit. What would be the best time to apply for B permit? I heard that new quotas open in the beginning of the year and applying in January would make more sense. But if there is a rejection, I will need time to appeal etc.

I am from India.
