Today the council of state decided to debate the proposed new law (changes is about easier facilitated naturalization for those born in Switzerland to parents living in Switzerland since childhood a.k.a "third generation migrants").
The vote was a 21:21 tie. Head of the council Claude Hêche (SP/JU). broke the tie in favor of debating the law.

Approval of the implementing rules was scheduled for spring 2017 but it is taking longer than expected because several cantons and parties have expressed reservations.

Unions say integration terms are too vague and open to arbitrary decisions.

PLR wants stronger integration requirements. Grounds for non-integration may include suspected forced marriage or "absence from swimming lessons." If a married person is not integrated, that should disqualify his/her spouse too.

Regarding language requirements, UDC and PLR want B2 spoken / B1 written (draft rule says B1/A2).

Other contentious issues include CH knowledge test, social aid and the declaration of allegiance.

Seeing as though this post has been going since 2011, i wouldn't expect anything to move quickly.
Shame for those who are approaching the 10 year mark and need the citizenship.The promise of a quicker path has been dangling like a golden carrot for the past 5 years.
(I appreciate it has different consequences depending on your situation)

On the other hand, those who wouldn't be eligible under the new requirements (all those without a C, i.e. mainly those without an automatic C after 5 years alias the non-EUs),


can heave a sigh of relief, for a little while.

Yes, like i said- depends on your own situation how you see the delay.

This non-EU has a C, and citizenship would change many things for the better!

Though the changes we hoped for a few years ago, are too late for us now anyway, 12 years in a few months :-)

If someone "needs" the citizenship, whatever that means, they still have the option to apply after 8 years under VINTA, that hasn't changed. So long as they meet the requirements - integrated, speak the language, etc - there's nothing to stop them applying.

Is VINTA also for Citizenship? I thought it just applied to C permits?

VINTA is for C permits, yes, but C permits will become the basis for citizenship.

Can I then ask does the Canton of Geneva have to wait for a common decision across all cantons to activate the new 10 year rule?

I mean, I have seen the length of time and the compromises made to enact the federal law on this thread but can each canton implement the federal law in their own timescale?

No they can't. Basically, the new law provides that the provisions in it only become active once the federal council issues an executive order (French: arrêté du conseil fédéral). Whilst the new citizenship law is already a law, it will not enter into force until said executive order is issued.

Can someone please point me to where I can find the proposals for the new cantonal and community duration requirements? I know that the Federal requirement is 10 years, however, but I believe that the new law affects/harmonizes the cantonal and community requirements which currently vary wildly.

yes it seems the new rule for the "regular naturalisation" is 12 years now instead of 10, correct?
