I had a similar problem when I did an internship in France, the French make you fill out this contract which is mandatory in the French system but completely unheard of in the US system. My university wound up telling the French employer "tell us what you need us to sign" (e.g. "do it for us") and they signed it. Surely someone in your department, the director, could sign whatever the Swiss provide or, in a worse case scenario, sign up a letter you typed?
You can't do the internship without the letter tho, I'm afraid.
