Migrationsamt LOST my Kantonsweschel application

I'm so aggravated. Got the letter from the ZH Migrationsamt to change my C from Vaud to Zurich in mid December. They dated it 2 December but sent it B post so I didn't get it until the 11th or the 12th and told me I had to give them all the docs (extrait de l'office des poursuites, confirmation de non-assistance par les services sociaux - a document that DOES NOT EXIST in Pully at least, so they made one up for me, extrait du casier judiciare....) by the 3rd of January.

Due to a number of factors (scheduling a trip to Lausanne around my physiotherapy, Christmas holidays), I sent all they asked for by Einschreiben on the 3rd, and have proof it got to the Migrationsamt on the 4th. Get a nastygram from the Migrationsamt dated the 5th, sent B post so I got it the 10th, saying that if I don't give them the docs requested in their 2 December letter by the 27th, they won't do my Kantonsweschel on the grounds of "inaction."

So I sent a nastygram back today (got a friend to translate) saying that I am going to assume the letter of the 5th was sent before my letter landed on their desk, here are copies and I consider this matter closed.

I know they are going to come back to me and ask for more originals by B post so I will probably get the letter on the 26th or something. The extrait des poursuites and the casier judiciaire I can get by post, but because the social welfare statement doesn't exist in Vaud they way it does in Zurich, I have to physically go to the office in Pully. So I'm going to Pully AGAIN tomorrow just to be on the safe side, because you can't argue with the Migrationsamt no matter how incompetent and *ssholish, right? Good thing I have an AG, but this whole charade is going to cost me around 60 bucks AGAIN.

I can't find an actual contact person on the letter, and I was wondering if I should show up to the Migrationsamt with my "new" dossier and say I want it handed over "en main propre" and that the receptionist needs to sign me something. Why send something Einschreiben if they are just going to lose it anyway?
