L permit -> Student permit

Hello everyone!

I have a question about Student permit.

I'm non-EU member and I've been doing an intership in Lausanne with L permit(6 months). And my permit will be expired at the end of this February.

After my intership, I would like to attend to the 'School of French as foreign language' in University of Lausanne. I already applied to school and I'm waiting for acceptance.

For Student permit, If the student lives in abroad, they have to submit their application from abroad and Students must be in possession of their study visas before coming to Switzerland.

Question 1) But in my case, I reside in Lausanne, Do I have to do same process with student lives in abroad(go abroad and submit application) or Is the other process which I can do in Lausanne possible?

Question 2) Is it possible to live in Lausanne continually(from March to August) during the process of get a student visa(after submit application to Canton)?

I really look forward to hearing from you guys.
