Not automatically, at least not for me, a citizen of a third-world country. My husband is Swiss and we've been married for a little over 3 years. Each year, we/I receive a letter and a form from the Gemeinde people about 3 months before my B permit expires. I have to fill it out (asks about residence and so on, pretty straightforward stuff) and sign it and take it over to the Gemeindehaus to turn it in with my current permit. Yep, I'm without one for as long as it takes to get the new one back

. Anyway, the new one arrives a few weeks later, I receive a notice in the mail from the Gemeinde and I have to go (in person) to pay the fee and pick up the permit.
