EU looking for work is asked for permit...what to do?

Hi

A friend of mine is from EU-17 and here for 2 months now in Zug (asked me to post on his behalf as he has limited access). When he went to the Immigration office he was told that he can stay 3 months without applying for a work permit so that's what he did.

But now his health insurance and his pension transfer provider ask him for proof of residence from the Gemeinde. Since he never applied for a permit he has no such thing, only his rental contract and his bank statements which show proof of residence.

Is the Gemeine responsible for issuing residence permits? I thought the work permit was both for work and residence and you have no other permits so not sure what they are asking for. Isn't it usual for the first 3 months to not have any permit if you're EU-17, looking for work?

A work permit is always also a residence permit (with the exception of cross-border permits of course). But a residence permit isn't necessarily also a work permit. For EU members, it's usually both, though.

Yes he can stay here for three months and yes, he technically doesn't need a permit for that. However, if he starts settling and they ask, he needs one or he won't get what he wants (or needs, for that matter)

He should go to the local commune and ask for a job-seeker permit. Pretty straightforward and the problem will be solved.

Yeah pretty much what I thought as well. So even though you can stay without work permit for 3 months, you'll still be asked for it on every occasion so better to go and get one asap.
