Exactly. Not only have they (the cantons/communes) no part in the decision making process, only a possibility afterwards to raise an objection. But, even if they do exercise their right to object, these objections appear to be ignored. This article (German) http://www.tagesanzeiger.ch/zuerich/...story/28976552 mentions 30 objection cases, none of which (at the time the article was written) was accepted by the federal government.

I would love to read this article but, umm, the translation starts like this:

"Spongy formulated content unsatisfactory..."

Google Translate is going to be useful on this one.

"Spongy formulated content unsatisfactory..." is correctly rendered from the German and is a condemnation from a politician of an answer she received from the 'Stadtrat'. But it does also sound like an attempt by the translator to warn you that it is going to be a difficult translation.
