Finishing PhD, not eligible for employment?

I am finishing my PhD at ETHZ in computer science, where I am employed at 100%, and I am from a EU country that is not treated as EU (Croatia).

While interviewing with a big software company, they told me that due to some recent changes in canton regulations they think they can't hire me for a position in Zurich. Furthermore, they said they would be able to hire me if I had three years working experience, but that this refers only to post-graduation experience.

This comes as a surprise, as previously they had no problem hiring people from Croatia ofr positions that require less qualifications (no PhD), and who didn't ever go to a Swiss university.

The only things I have found on the topic are:

but it is a bit vague, and I don't know if there are some Zurich-specific regulations that overrule this. Does anybody know if they are right or wrong in their claim?

Have they tried applying for your permit?

You already have the link from the Zurich Amt für Wirtschaft und Arbeit, and thats the best information.

You could try sending them this link and emphasizing the reduced barrier for postgraduate degree holders from Swiss universities. Not all HR departments are aware of it.

An unpleasant possibility is that they are reneging on any offer they have made you, and blaming the cantonal rules to save face.
