There's no guarantee you get the change. Even though the company tried, the authorities may not have believed their case so the permits were not renewed.

Only Romanians and Bulgarians have quota limits and they're due to end in May next year assuming Switzerland doesn't extend them for another 3 years. Croatia is still considered a third state by Switzerland as the agreement to include them under the Free Movement was never signed due to the vote to curb immigration. Still the Swiss do have separate permits available for Croatians too under their own quota.

Exactly. As I said permits for EU/EFTA citizens are not totally unlimited in quota. It depends on the nationality still!
